Hire several African American actors with squeaky clean records. Pay for them to take gun safety/conceal and carry classes. Have them obtain licenses above and beyond what's required. Then pay them to dress as gang members and carry legally obtained firearms in an OP city center. No more open carry laws. Also pay for their legal fees because someone will get arrested. Actually medical bills too because one of these OP cowboys will shoot a man for carrying a weapon while black. On second thought, don't do this.
